The order states that each agency head, with assistance as requested from the agency's U.S.
Department of Government Efficiency (DOGE) team lead, will build a centralized technological system to record every payment issued by the agency.
This system will include a mechanism for the agency head to pause and rapidly review any payment for which the approving employee has not submitted a brief, written justification within the technological system.
