Prohibiting race or sex scapegoating involving assigning fault, blame, or bias to members of a race or sex, and prohibits any claim that, consciously or unconsciously, and by virtue of their race or sex, members of any race are inherently racist or sexists and inherently inclined to oppress others. Race or sex stereotyping or scapegoating in a training program, or employment generally, may also violate the affirmative and nondiscrimination obligations of Executive Order 11246.
